Elliot D. Hoops is General Counsel and Secretary of MP Materials (NYSE: MP), where he oversees all legal, compliance, and corporate governance functions. Since joining in May 2021, Elliot has guided MP Materials’ legal and regulatory strategy.

Prior to MP Materials, Elliot served as Vice President and Deputy General Counsel at Penn National Gaming (now known as PENN Entertainment), a regional gaming company, from 2019 to May 2021. There, he handled a broad range of legal matters spanning commercial transactions, financings, corporate governance, securities law, and regulatory compliance. Before Penn, he spent more than a decade at Pinnacle Entertainment, another regional gaming company, where he managed diverse legal matters and several public company transactions, including the acquisition of Ameristar Casinos, the spin-off of Pinnacle’s real estate to Gaming and Leisure Properties, and the sale of Pinnacle to Penn National Gaming.

Earlier in his career, Elliot practiced law at Holland & Knight and served as an attorney advisor at the U.S. Securities and Exchange Commission. He holds a B.A. in English from the University of Michigan, a J.D. from the University of Miami, and an LL.M. in Securities and Financial Regulation from Georgetown University Law Center.
